Many homes in Couleecap's service area are older and in need of improvement. Older homes with deferred maintenance offer a variety of problems.

Owner-occupied Home Rehabilitation Programs

Helps low- and moderate- income homeowners rehabilitate their home. Focus is on rehabilitation that makes the home safe, sanitary, and energy efficient.

Service Area: Crawford, La Crosse, Monroe, and Vernon counties. Locations may be more restrictive depending on the funding course used.
Eligibility: Applicants must be living in a home in Crawford, La Crosse, Monroe, or Vernon counties. To be eligible, the household must be at or below 80% of the County Median Income. View the attached chart to see if you qualify.

Southwest Wisconsin Housing Region
CDBG Home Rehabilitation and First-Time Homebuyer Programs


The Southwest Wisconsin Housing Region consists of 11 counties in Southwestern Wisconsin and has been awarded Community Development Block Grant (CDBG) funds from the State of Wisconsin. La Crosse County is the lead county and they have contracted with Couleecap, Inc. to serve as Program Administrators for the region.

Couleecap will manage La Crosse, Monroe, Vernon, and Crawford Counties. Western Dairyland CAA and Southwestern Wisconsin CAP have partnered with Couleecap as subgrantees with Western Dairyland managing Trempealeau and Jackson Counties and Southwestern Wisconsin CAP managing Richland, Iowa, Grant, Green, and Lafayette Counties.

 

    The primary objectives of the Southwest Wisconsin Housing Region are:
    - Expand the affordable housing stock for low and moderate income (LMI) persons.
    - Eliminate neighborhood blight and structural deterioration.
    - Eliminate housing conditions detrimental to public health, safety and welfare.
    - Conserve the existing housing stock.
    - Provide an opportunity for LMI renters to become homeowners.
