If you’ve never qualified for weatherization before, this expansion could make energy efficiency upgrades more affordable than ever. Income limits have expanded—see if you qualify today.
Eligibility Requirements
To qualify, you must:
- Be income eligible. If your household income is under 80% area median income, you will qualify for a free energy audit and the greatest rebate.
- Be a homeowner or renter.
- (For HOMES program only) Save at least 20% annual energy use, determined by the energy audit.
Home Efficiency Rebate Program (HOMES)
This is a whole-home, performance-based rebate program. If you qualify under 80% area median income, Couleecap will complete an energy assessment using the latest modeling technology to determine your home’s potential energy savings. The more energy your home is projected to save, the higher your rebate.
Projected Energy Savings
For those under 80% area median income
- 20%–34% savings
- Rebate: 100% of project cost
- Cap: Up to $5,000
- 35% or greater savings
- Rebate: 100% of project cost
- Cap: Up to $10,000
Home Electrification and Appliance Rebates Program (HEAR)
The HEAR program helps income-qualified households upgrade to energy-efficient electric appliances, updated electrical systems, heat pumps, and heat pump water heaters. HEAR makes it easier for families to save energy and lower utility costs.
Equipment Rebates
HEAR offers rebates for installing qualifying equipment. A single household cannot receive more than $14,000 total in rebate dollars. Maximum project rebates are based on income level.
- ENERGY STAR® electric heat pump water heater
- Rebate: Up to $1,750
- ENERGY STAR electric heat pump for space heating and cooling
- Rebate: Up to $8,000
- Electrical load service center (electrical panel)
- Rebate: Up to $4,000
- Electrical wiring
- Rebate: Up to $2,500
- ENERGY STAR Insulation, ENERGY STAR ventilation, air sealing
- Rebate: Up to $1,600
- ENERGY STAR electric heat pump clothes dryer
- Rebate: Up to $840
- ENERGY STAR electric stove, ENERGY STAR cooktop, ENERGY STAR range
- Rebate: Up to $840

- Fifth Step: Couleecap completes your upgrades and handles all paperwork.
- Sixth Step: You’ll receive a post-install certificate and complete a short customer survey.

Start Your Application with These 5 Quick Steps
Follow these steps to select Couleecap as your provider and complete the Focus on Energy Income Verification Process:
- Select “YES” to the question “Are you currently working with an IRA Registered Contractor?”
- Enter Couleecap as the Trade Ally Company Name.
- Use irarebates@couleecap.org as the contact email.
- Check the box that says “Please include the company contact on the application decision email“.
- Once approved, Couleecap will contact you to schedule your free energy assessment.
