Free Repairs for  Water Heater Issues

HE+ Water Conservation Program Services

The HE+ Water Conservation Program provides year-round support to eligible low-income households in Wisconsin. This program offers help with repairing or replacing leaking or non-working water heaters.

Services are available at no cost to qualifying homeowners and are funded by Public Benefits. Households must live in the service territory of a participating public benefit utility to receive assistance.

Eligibility Requirements

To qualify for assistance, you must:

  • Have a household income at or below 60% of the state median income. View Income Chart (PDF)
  • Be currently enrolled in the Wisconsin Home Energy Assistance Program (WHEAP)
  • Own your home and provide proof of ownership
  • Have an existing but non-functioning water heater within the home

Step 1: Apply for WHEAP

Begin by applying for Energy Assistance through WHEAP. To receive a regular benefit, call for an appointment between October 1 and May 15. Applications may also be accepted outside of the heating season.

Step 2: Wait for a Contractor Call

Once eligibility is confirmed, a program contractor will contact you by phone.
