People Experiencing Homelessness

Couleecap’s homeless services support individuals and families who are currently unhoused. We partner with a network of local agencies to help provide safe, stable housing options to those in need.

If you are experiencing homelessness, please complete the Program Eligibility Prescreen so our team can determine your eligibility for available services.

Eligibility Requirements

  • Must be age 18 or older
  • Must reside in Crawford, La Crosse, Monroe, or Vernon counties

Housing Support That Opens Doors

Couleecap provides housing support for individuals and families across Crawford, La Crosse, Monroe, and Vernon counties. Our programs are flexible and may change based on community needs, available funding, and seasonal demand.

We currently offer support for people experiencing homelessness, those at risk of losing housing, and both tenants and landlords seeking stability through education and advocacy.

Unstably Housed and Eviction Prevention

Couleecap also provides limited financial assistance to help prevent eviction or loss of housing. Households may be eligible for help with past-due rent, first month’s rent, or security deposits.

Eligibility Requirements

  • Must be age 18 or older
  • Some funding sources may have income eligibility requirements.
  • Must live in Crawford, Monroe, or Vernon counties. (Note: We currently do not offer this program in La Crosse County)

Funding Update: At this time, we have limited funding for Rental Assistance. We are currently working through a long waitlist, and funding is not guaranteed.

Resources for Tenants and Landlords

Couleecap’s Tenant-Landlord Resource Office, in partnership with Legal Action of Wisconsin, offers education and advocacy to promote long-term housing stability. We provide support to both tenants and landlords to help prevent housing crises and build stronger communities.

Services Include

  • Help completing housing applications and appeals
  • Educational resources for tenants
  • Educational resources for landlords
  • Assistance resolving conflicts to maintain stable housing
  • Referrals to additional local resources.
