Couleecap and Habitat for Humanity Receive Funding to Expand Housing and Homeownership Opportunities
(WESTBY, WI) – Couleecap Community Action Agency and Habitat for Humanity of the Greater La Crosse Region have received grant funding through programs administered by the Wisconsin Housing and Economic Development Authority (WHEDA) and the WHEDA Foundation to strengthen housing opportunities in the La Crosse area.
Couleecap was awarded $344,000 through the Community First® Housing Counseling Resource Program, administered by WHEDA on behalf of the Federal Home Loan Bank of Chicago. The funding will support Couleecap’s Homeownership Empowerment Program, which provides financial education, homebuyer counseling, and foreclosure prevention services to help individuals and families achieve sustainable homeownership.
Couleecap was one of only 14 HUD-certified housing counseling agencies in Wisconsin selected to receive funding through the program. In 2025, Couleecap provided financial literacy counseling to 178 people and homebuyer education and counseling services to 46 aspiring homeowners.
Habitat for Humanity of the Greater La Crosse Region received $11,000 through the WHEDA Foundation’s Housing Grant Program, which supports housing development and improvement projects across Wisconsin.
The grant will support Habitat’s Washburn Neighborhood development in La Crosse, a revitalization effort that includes rehabilitation of a historic home, construction of a new energy-efficient home, and improvements to the Washburn Community Gardens. The project is designed to expand affordable homeownership opportunities while strengthening the surrounding neighborhood.
WHEDA CEO Elmer Moore presented the awards during a visit to the Washburn Neighborhood development site on August 10.
