Couleecap to Administer Home Energy Assistance Program in Crawford County
Prairie du Chien, WI – Starting October 1, 2025, Couleecap, Inc. will serve as the administering agency for the Wisconsin Home Energy Assistance Program (WHEAP) in Crawford County. The Crawford County Department of Human Services previously administered the program.
WHEAP helps income-eligible households with a portion of their heating and electric costs, including both regular assistance and crisis support during emergencies. As the weatherization agency for the Coulee Region, Couleecap has a long and successful record of providing the highest level of customer service to households receiving energy assistance and is eager to expand their role in Crawford County.
The energy assistance program is available to households earning up to 60% of the state median income and income limit is based on household size. For example, starting on October 1, 2025, the annual income limit for a single person household is $38,421 and for a four-person household it is $73,888.
Crawford County residents who are having difficulty affording energy bills, and who believe they may qualify, should contact Couleecap to apply for the WHEAP program. Once qualified, households gain access to other services, such as emergency furnace repairs and will be assessed for weatherization services.
